Water Billing Procedures

New Water Rates Effective January 1, 2024

 After much discussion and review of the 2024 budget, the Board of Commissioners has adopted a 5% rate increase on base rate and water use charges for all systems.  This is slightly lower than the 5.1% CPI data used to compare year over year inflation numbers.  These rates will take effect for all billings generated on or after January 1, 2024.  For a full copy of the current rates for your system, please click on the link below.

2024 Water Rates Resolution

Valley Water District bills are created on bi-monthly (two-month) cycles. The District physically reads water meters once every two months prior to calculating water bills. Hence, a two-month bill reflects water and services already used.

If you are an Alderwood, Buttes, Puyallup Highlands or Valley customer, your payment is due on the even-numbered months (February, April, June, August, October, and December).

If you are a Chinook, Country/Eldorado, Sierra, View Royal, or Winchester customer, your payment is due on the odd-numbered months (January, March, May, July, September, and November).

Payment of your water bill is due no more than 15 days from the bill date.

  • Payments in cash, check, money order, and credit card can be made in the District Office.
  • Debit or credit transactions can be made on the WEB Payment portal.
    (Payment transaction fees will apply - minimum $3.00 or 2.25%).
  • Past Due Notice: A 10% penalty is charged if payment is not received by the last day of the month the bills are due.
  • Termination Notice: $20.00 Termination Notice Fee charged if payment is still not received by the 9th of the next month after the billing due date.
  • Disconnection: If payment is still not received by the 19th of the month (following the Termination Notice) a fee of $50.00 is assessed to the account and the water meter is shut off and locked.
  • Full payment, including all late fees and penalties is required to restore service.


The Valley Water District Base Rate and Water Usage charges are collected to cover the combined maintenance and operation costs, principal and interest payments on Public Works Trust Fund Loans and Bonds, Plant Acquisition costs(as applicable per system), Capital Improvement Surcharge (as applicable per system), and future Capital improvement projects as defined in the District's Comprehensive Plan.
